HEFCE policy mandated open access availability for research outputs accepted for publication after 1 April 2016. Higher Education Institutions (HEIs) need support in monitoring publication output and reporting on compliance with Open Access policies to meet HEFCE requirements.
From May 2014, Sero HE worked with Jisc on developing a Jisc-managed shared service to support institutions in doing this. Two services emerged which have been launched and are now supporting HEIs:
- Monitor UK, which helps HEIs review and interrogate national data relating to the publication of open access outputs.
- Monitor Local, which helps HEIs track research outputs, validate compliance with funder mandates, and manage related costs like article processing charges (APCs) in one easy-to-use interface.
The Jisc Monitor project was delivered by a technical team combining the expertise of Cottage Labs, Knowledge Integration and Owen Stephens Consultancy, led by Sero HE, working with Jisc. Sero’s input was key to helping to scope the services, working with inputs from 60 HEIs, and to designing the architecture and data flows.
